What is "IANA"?

It stands for "Internet Assigned Numbers Authority" (or sometimes, "Internet Assigned Names and Numbers Authority"). Its job is to maintain lists of predefined numbers and names that have to be agreed by everyone for the Internet to work. The numerical network addresses of the DNS root servers are just one type of predefined number among many.
